Adam and Lynn are right.
Zoological names DO NOT have a requirement for a physical copy to be published and distributed. But works issued and distributed electronically must comply with some specific requirements.
These can be found under Article 8 in the Code:
https://nam10.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.iczn.org%2Fthe-code%2Fthe-code-online%2F&data=05%7C01%7Ctaxacom%40lists.ku.edu%7C9c5c87adc7fc4e42d35c08da8dd37747%7C3c176536afe643f5b96636feabbe3c1a%7C0%7C0%7C637978236646278894%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=gvrNVPXSuqd%2BRPmdOjrvS%2BtjLBaTXNA3pHTpklSTyYo%3D&reserved=0

If a work is published and distributed in both electronic and printed copies, names become available from the version that first fulfills the requirements for availability.

If the printed version is published before the electronic version, availability dates from this work IF all requirements are fulfilled.
If the electronic version is published before the printed version, availability dates from this work IF all requirements are fulfilled.

/Thomas

That's not quite accurate ... the date of an e-publication is the valid date of publication IF the publication complies with the requirements of the 2012 amendment to the ICZN Code.

In the case that Victor Fet outlined in his original question the amendment has apparently not been followed, and the date of publication is that of the printed copy.

Adam.
