From looking at the work by Meuschen (1787), I get the impression that he did not consistently apply the Principle of Binominal Nomenclature, and that means that any names in that work are outside of zoological nomenclature (i.e., they are unavailable).

The work is entitled "Museum Geversianum, sive, Index rerum naturalium : continens instructissimam copiam pretiosissimorum omnis generis ex tribus regnis naturae objectorum : quam dum in vivis erat magna diligentia multaque cura comparavit Abrahamus Gevers" and does not seem to be one of those treated as an unavailable work.
Smith's later name (same taxon or different?) is apparently published on p. 21 of "Smith, W. 1817. Stratigraphical system of organized fossils with reference to the specimens of the original geological collection in the British Museum. London 118 pp." , however I have not traced an original of this (in BHL at least...)

Correction, Galea Smith is mentioned in Neave as part of the entry under Cuvier, 1817 (same year), although it is unclear to me if either of these are validly published and might also pre-date Meyen's name.
