Mike,
the ICZN comment was open-access initially, but apparently it currently is behind a subscription wall again at the primary Zootaxa webpage. I guess this is a mistake. Zhi-Qiang, can we fix this?
It is available to everyone here http://biotaxa.org/Zootaxa/article/viewFile/zootaxa.3779.1.2/7229
and soon (hopefully tomorrow) from my webpage http://www.dmns.org/science/museum-scientists/frank-krell/frank-krell-publications
Cheers

Well Doug,
This response sounds like a bit of a presumption of entitlement issue.
It is clear that everyone is invited, and there is no explicit "program"
even mentioned. It could be indicative of the problem that the rebutal
you cite and linked is only available to those with a Zootaxa
subscription. If the ICZN wants to reach the community, perhaps an open
access response would make them seem more responsive? I am not taking
any position on the underlying debate, but there are some issues here
that need to be openly addressed.
