[Taxacom] Binding decisions under the ICN

Oh yes, I am aware of that. However:
* The "Proposals and Disposals" site is especially useful in
tracking the individual steps in the procedure, that is, where
to find the proposal, the Committee report, etc. An Appendix
does not list this, but only provides the end result.
* So far Appendices have listed only positive actions (i.e.
accepted proposals), but not negative actions (declined proposals).
* The Appendix with suppressed works lists only the suppressed
works, while a user is likely to search for a name, and is not
guaranteed to realize that he should also take the extra step of
looking up where his problematic name is (or is supposed to have
been) published and then check if this is a suppressed work. It would
be very convenient to have all (known) names (at the relevant ranks)
that are present in a suppressed work (and which thus have stopped
existing, retroactively) in an index, somewhere, and the "Proposals
and Disposals" site seems like a good spot for that. Similarly for
names in a work that has been proposed for suppression, but
unsuccesfully.

Paul & al.:

The Nomenclature Section of the International Botanical Congress in
Melbourne in July 2011 accepted Art. 53 Prop. G to establish an Appendix to
list binding decisions regarding confusability of names and also a new
resolution to establish an Appendix to list binding decisions made on valid
publication of names (see
http://www.ingentaconnect.com/content/iapt/tax/2011/00000060/00000001/art00033
and
http://www.ingentaconnect.com/content/iapt/tax/2011/00000060/00000005/art00034 )
.

These new Appendices will appear in the Appendices section of the
forthcoming Melbourne Code which will be online and so will provide the
needed databases to which you refer.
