Taxacom: Collective groups and form(al) genera

Thanks again for all who have provided perspective. A new paper discusses
the discordance between "formal" and collective groups and how the former
have been variably justified and treated, sometimes not in agreement with
the Code. I found the discussion illuminating, as well as the authors'
conclusions about the discontinuance of "formal" genera.
