It would only be a new combination if Tomiyama (1936) was the first
author to place the taxon cirratus Blyth, 1860 in genus Taenioides.
A taxon in the species-group has the same status whether it is treated
as a species or subspecies, so changing the taxon cirratus Blyth, 1860
from species to subspecies, within the genus it has previously been
placed, is not new.
