[Taxacom] taxonomic treatments access via Plazi and Biodiversity Literature Repository 2020

Since December 29 2020 at Plazi and BLR we are testing our new automated processing of taxonomic articles, 100 at a time. The processing includes quality control which only allows passing documents to the public that fulfill a minimal set of criteria. Otherwise they are held back until  the errors are corrected, and released thereafter.
