[Taxacom] Help with identification of an eagle in Somaliland

Hi all,
       Having now seen the pictures, I still think it is most likely a vagrant African Crowned Eagle.  The drought in Ethiopia could certainly cause one to become a vagrant in search for food.  Below is a weblink to a video of one with very similar plumage pattern on the underside:
