[Taxacom] Name the hybrids in vascular plants

Hi to all
I am preparing an article describing a new (unpublished) nothospecies obtained between two different genera of vascular plants belonging to the Crassulaceae family. This hybrid is of cultural origin (accidentally or deliberately produced by the man) but it is (sparingly) naturalized in Italy. So, since this hybrid is part of the flora of this area, my doubt is whether I can give it a binomial or should I limit myself to treating it as a (new) cultivar. The Recommendation H.10B from ICN does not ban the creation of a new binomial but I wonder if it is appropriate.
