Dear Taxacomers,
Stephen Thorpe wrote in Taxacom (27/07/2019): "Also, I assume that the
journal DEZ still prints hard copy, but if not then the work is unavailable
e-only due to the lack of a specified archive on ZooBank".
"Specified archive" (Art. 8.5.3.1.): The entry in the Official Register of
Zoological Nomenclature must give *the name and Internet address of an
organization other than the publisher* that is intended to permanently
archive the work in a manner that preserves the content and layout, and is
capable of doing so. This information is not required to appear in the work
itself.
I checked the paper's ZooBank entry, and that condition is still
unfulfilled:

On the other hand, I have *two different versions* of that paper in my
archives. The original version is dated 24/07/2019 according to the pdf's
internal properties and the second version is dated 29/07/2019, both having
the publication date stated in the body of the paper as of 25/07/2019. It
seems that some change was made after the debate in Taxacom sparked but I
don't know if those two facts are related. Anyway, that second digital
version of the paper also seems unavailable for the purposes of Zoological
Nomenclature:
Art. 8.5.3.3. The following are examples of *inadmissible errors*: (...) A
publisher discovers errors in a work and *reissues it* to correct those
errors, *but* instead of registering the new edition, *uses the original
ZooBank number*; the revised edition is not available because it was not
separately registered.
In the headers of both article versions, I can see that the ZooBank number
is the same (http://zoobank.org/FDA33662-0595-4AC1-B9BA-9F2C1311D114). I
can't find the original version online but I can provide it on request. The
version accessible online is v2 (*= reissued*, 29/07/2019). Therefore, I
understand that the pdf of v2 represents an *inadmissible error* and that
it is not Code-compliant. The version not being clearly labeled as v2 is
also contrary to *Recommendation 8D. Content immutable*.
Drawing from Art. 21.9: *Art. 21.9. Works issued on paper and
electronically*. A name or nomenclatural act published in a work issued in
both print and electronic editions *takes its date of publication from the
edition that first fulfilled the criteria of publication* of Article 8 and
is not excluded by Article 9. So, it seems that we need a dated printed
edition.
I have been unable to establish compliance of the assumedly existent
printed edition with *Art. 8.1.3.* it (a work) must have been produced in
an edition containing simultaneously obtainable copies by a method that
assures* Art. 8.1.3.1.* numerous identical and durable copies (printed work)
.
I found no information here (https://dez.pensoft.net/) or here (
https://dez.pensoft.net/about#PrintedVersionandReprints) about how many
copies of DEZ are originally printed and if Recommendation 8B is met by the
journal. *Recommendation 8B. Minimum edition of printed works*. A work on
paper should be issued in a minimum edition of 25 copies, printed before
any is distributed.
It is remarkable that in the journal's description emphasis is put on the
digital edition: "The journal is published in open access high-resolution
PDF, semantically enriched HTML and machine-readable XML versions". The
wording gives the impression (incorrect, I hope) that there are no physical
copies printed and accessible to (at least) the editors before the digital
edition is distributed and the record made visible in ZooBank.
I would be most grateful if the community could provide information that I
may have missed. Data on how many DEZ printed copies are originally issued
and the date of printing of those physical copies would be greatly
appreciated. A scan of a library copy would be most desirable.
I only receive Taxacom's daily digest. Please, make sure that you include
my e-mail in the resulting thread.
Thanking you in advance,
Charlie
