My understanding is that the closest approach to something similar is at http://GRBio.org. Entries for herbaria are imported from Index herbariorum.

Subject: [Taxacom] Index Herbariorum
There is a global registry of herbaria that collects reliable herbaria of the world, "Index Herbariorum, with their acronyms. That record is accepted around the world, and the use of these acronyms is mandatory in the publications. That record is in charge of the New York Botanical Garden. I would like to know whether to zoological collections there is something similar?
