[Taxacom] [iczn-list] provisions to the Code

It is my (strong) hope that the next edition of the Code will come in two
parts:  Rules for establishing names after 20XX, and rules for dealing with
names established prior to 20XX+1.  I believe that the first part should be
able to fit on a single page, and should very heavily leverage ZooBank and
other such information management systems.

I presented an early draft of what that one page might look like at the ICZN
meeting in Singapore last year, but it is still in the very early stages of
development.
