[Taxacom] documented use of occurrence data

Folks,

A colleague and I are hunting for documented examples of occurrence
data whose release/accessibility/analysis has resulted in new
government policy, conservation or otherwise. What I'm trying to do is
illustrate to the uninitiated that use/reuse of occurrence data has an
effect on government policy makers. If there are no examples, well
then, I guess that's just as telling...
