Well, that depends. The Latin-or-English requirement now adopted
appears to go back no further than the 1986 proposal by McNeill & al.
That makes it something like a quarter of a century, not the best part
of a century, and only a little slower than for e-only publication.

In the context of the best part of a century to abandon the requirement for
Latin only diagnosis the speed with which e-publication was accepted is
'relativistic' ... :-)
