I would suggest to ask for support to the GeoCAT Google group (https://groups.google.com/forum/?fromgroups#!forum/geocatusers)
they will help you!

I am trying to upload CSV-fles into GeoCAT but it doesn't work.
First of all I loose decimals when converting from excel to CSV.
Secondly, the CSV-file doesn't want to upload into GeoCAT.

Does anyone knows how to deal with this problems.
