The simple answer to your tongue-in-cheek comment, Paul, is that there is no secretiveness involved, just a time lag.
As the new Secretary of the General Committee for Nomenclature, I have the updating of this database on my list of things to look into in the near future. However, it is lower down the list than such matters as ensuring that the new General, Permanent and Special Committees are all getting started on the next few years' nomenclatural work leading up to the next IBC, in Shenzen, China, in 2017.
This database has been very much Dan Nicolson's baby, and we should all be extremely grateful to him for setting up this convenient source of information on nomenclatural conservation and rejection cases.
My intention is for us to get the database up to date and keep it that way. There is a plan to list such names as an electronic appendix to the Code (now the International Code for Algae, Fungi and Plants, for those who haven't caught up with this change made at the IBC last year), so I will be consulting John McNeill, Nick Turland and others on the Editorial Committee, as well as the folk at the Smithsonian how we can best manage this work.
Regards
Karen

Yes, the "Proposals and Disposals" site at the Smithsonian
can be very useful, but the Malus domestica proposal is not
listed, nor are the actions taken on the Malus toringoides
proposal, although this has been reported on by the special
Committee and the General Committee, and has been accepted
by the Melbourne Congress. The Malus domestica proposal
was published in April 2010, so it looks as if the site lags more
than two years behind? Perhaps an additional person should
be assigned to keep it up to date?
Publishing the deliberations of a Committee looks to be a very
attractive idea, but perhaps for some groups of taxa the outside
pressure is felt to be too severe for such openness to be risked?
Paul

Usually resolved conservation and rejection proposals in botany/mycology/phycology are tracked at

but I do not see this more recent proposal. I do see:

As for the policy of not disclosing what is happening internally within a committee, that really depends upon the committee and is not an absolute rule.
Note that the Nomenclatural Committee for Fungi has been trying to post its discussions to be more transparent:

Subject: [Taxacom] Malus domestica conservation proposal
Hi all,
I am trying to track down what happen to this proposal "(1933) Proposal to conserve the name Malus domestica against M. pumila, M. communis, M. frutescens, and Pyrus dioica (Rosaceae)"
http://www.ingentaconnect.com/content/iapt/tax/2010/00000059/00000002/art00038
There is no mention of it in "Report of the Nomenclature Committee for Vascular Plants: 63"
http://www.ingentaconnect.com/content/iapt/tax/2011/00000060/00000004/art00025
Despite mentioning other proposals e.g. 1932 and 1934, so I guess it was not part of the IBC votes, but why not!? Is it explicitly rejected, or just not considered?
Thanks for any clarification.
