[Taxacom] Scientific publishing - OA & RWA Comment in the Guardian

To follow on Scott Gardner and Donat Agosti's posts on the Research Works
Act (RWA) in the US which threatens momentum for scientific Open Access
publishing, Mike Taylor (one of taxonomy's own!) has written an editorial in

Note that the official time for public comment on the RWA has passed and
also US Representatives generally only accept input from their own
constituents (with US residence, so expats have diminished representation).
