Assuming you have coordinates, use Online Map Creation:
http://www.aquarius.geomar.de/omc/

Very easy.  Upload set of locality coordinates, choose
projection and coordinates of map boundaries, add rivers
etc. or not, and save as EPS.  Results are excellent.
