mapping tool

In the past I have used 'mapinfo' which reads lat-lon coordinates from 
excel. The coordinates can be downloaded from a Garmin e-trex, if this 
would be convenient. I am unsure of the costs, but remember that it was 
relatively cheap for institutions, but expensive for private companies. The 
base map can be any map that you simply scan in and 'register' for 
coordinates. The website is www.mapinfo.com
