Numbers for critter names

Someone mentioned to make something like Telephone directory of insects.

Telefone numbers change therefore telephone directory is published every
year.

Why not to put front of the insects name the year of publishing of this
directory like
COL 2001: 456.5.22.D?
and I will know that is beetle published in directory 2001, page 456 column
5 number 22 and that is subspecie D?
