budding programers of random data

BUT: My last programming experience dated back to high school and undergraduate.
We wrote our programs with BASIC and PASCAL.

Are these programs still available and suitable to write rather small and
simple programs?

ALSO: Are there any programs freely downloadable? Or do I have to buy them
first?

My aim is just to do some simple variations, something similar to Richard
Zander's Randset.exe
