Is there a simple program for producing county dot maps?

At about US$15 I recommend Versamap- you may purchase detailed maps from
the author (I think they are about $5 per disk, for regions of the US). It
runs under DOS and is very simple to use. It can use lat-longitudes from
databases to produce distribution maps.
VersaMap v1.50 (300K+) draws outline maps on 14 map
projections. VERSAMAP is supplied with a digital world map
from the VERSAMAP Micro World Database (an enhanced
version of Micro World Data Bank II) which includes boundaries
for the new countries formed from the Soviet Union and
Yugoslavia, and for Eritrea and Slovakia. More detailed maps,
from the VERSAMAP Micro World Database, from the CIA's
World Data Bank II, and from the USGS 1:2,000,000 scale Digital
Line Graphs, may be purchased from the author. Individual
geographic features, such as coastlines, rivers, islands, and
political boundaries can be plotted from these databases. The
program can plot data (points or lines) supplied by the user. Text
may be added to maps with Courier or Helvetica fonts. Maps can
be output to dot matrix or laser printers; or as PCX, CGM, DXF,
PIC, or ASCII files.
Here is a repository of GIS shareware for both Macs and Windows:

Unfortunately, I was not able to find a working link to Versamap 1.5. An
older version is available from
ftp://ftp.cdrom.com/pub/games/dos/educate/vmap102.zip
and it is also available from the author:
