In answer to Joe:

Aye, at first glance it does miss the point.  But what of those cses in
which there is a thesis and a paper published from it?  At what date do
you propose accepting theses?  Are all theses to be accepted as valid
publications (even those of a centuary ago)?  If you are going to accept
theses only from 1997, then perhaps that is fine - but I remain unconvinced.
