USF&W regulations

I've been following the discussion of the U S Fish & Wildlife
regulation changes with great interest.  However, one thing that
(to me) is not clear, even after reading the Federal Register pages,
is: does "Wildlife" include plants/herbarium specimens?  A query
to ASC went unanswered.  Info much appreciated.
