Fish Atlases?

[Alan McGowen]

On C-SPAN this morning I heard several Republican congressmen complain
indignantly that Clinton's economic stimulus package contains money for
something they termed "fish atlases".

Does anyone know what this is about? Are "fish atlases" GISs, a slighting
reference to a national biodiversity survey, studies of endangered salmon
populations, picture books for schoolchildren, or something else?

Just what is this fiscal threat to the Republic?
